Education and Training in South Africa is governed by legislature. This Legislation comprises of numerous acts such as the Skills Development Act (Act No. 97 of 1998), the SAQA Act (Act No. 58 of 1995) and other acts such as the Higher Education Act (Act No.101 of 1997) and Further education and Training Act (Act No. 98 of 1998).

There is associated legislation such as SDL Act (Skills Development Levies Act), which basically enforces the Human Resources Development issues within the LRA (Labour Relations Act), which impacts on all organizations.

The SD Act is based on the NSDSI (National Skills Development Strategy Initiative) and references the governance of skills development in South Africa. These legislative documents are available under the Legislation section of www.saqa.org.za )

Organizations known as SETAs (Sector Education and Training Authority) were established in accordance with the above Act. There is a SETA for each economic sector"
